The problem
Sikkim’s state government needed citizen- and visitor-facing digital services built from the ground up: a citizen-tracking system for the Department of IT’s “Cyber Village” initiative; a way to issue and track the Inner Line Permit that foreign nationals and OCI cardholders are required to hold before entering the state, in place of a manual, paper-based process at the issuing offices; and a way for tourists to book inter-town bus travel online instead of in person through the Sikkim Tourism Development Corporation.
My role
Application Developer across all three platforms — one of my first roles out of college, working across the UI layer, backend services, and database design for a state government client.
Approach
Built the UI and application layer for the Cyber Village citizen-tracking system; the State Permit Tracking system, which captured visitor and passport details and issued Inner Line Permits valid for an initial 30 days, with support for the further 30-day extension processed through the district and FRRO offices; and a separate online bus-ticketing platform — all using AngularJS on the frontend with a Node.js and KendoUI-based stack, designing the database schema, writing unit tests, and producing technical specs alongside the development work.
Outcome
The Cyber Village citizen-tracking system was recognized with a Skoch Order of Merit for its contribution to transformative e-governance. All three platforms shipped into production use for the Sikkim state government and its tourism arm, replacing what had previously been manual, office-bound processes.
